In Japan there is a strict law that the tires cannot be extended beyond the fender. In other words, the tires cannot stick out from the car body. Therefore, the models that have the wider width of the tires will have the fender arch so that the tires will stay within the fender as it's considered as a part of the car body. This fender arch is only available in the Japanese market, is not available in U.S. and Europe. There is no instruction manuals for this item as this is a Lexus Japan Genuine PARTS, not Lexus Japan Genuine ACCESSORIES. However, the installation is quite easy. It uses 3M double-sided tape.
